Typically a "packet" is the wrong answer as it does not on it's own have a trailer as you said. But a packet travels inside a frame, and the frame provides the trailer. I would agree, and say that "packets" themselves do not have a trailer, and therefore say that frame is the right answer.

After reviewing the question a little more it says the term refers to "end user data" along with "networking headers, and trailers" that is transmitted through a network. So if the term refers alone to the end user data itself (and not to what it accompanies) then it's a packet. If the term refers to the end user data AND the headers and trailers that are being transmitted then it's a frame. It might just be one of those poor word choice questions or one designed to tick you off and trick you.
