What is the best bandwidth controller to control Internet bandwidth?

I have windows XP running on my system and it consist of having 2 NICs and the network is shared among all users, now I need to control the bandwidth and want to permit specific bandwidth to certain users.

Is there a good bandwidth controller to perform this task for me?What is the best bandwidth controller to control Internet bandwidth?
Yes, a Linux based firewall, on the network - it can monitor and control just about any network traffic. Problem is, it has to run on it's own PC, and you have to build it yourself (unless you have lots of money to buy a commercial box).



Only a network device can monitor all PCs using it, without the users knowing it. Software on a single PC can only monitor it's own traffic. There are some Windows applications, that if installed on every PC, can report usage and such, but any PC owner can turn it off or remove it, bypassing any controls or monitoring you try to use... Hence individual PC software is not a real solution, it is too easy to remove it.
