Safe mode with networking does not work on my computer?

I shut down the computer then press f8, when an option comes up I press start safe mode with networking. A few seconds later another screen comes up and says it failed an that I can only start the computer normally. Nothing works when im using the computer, everything is blocked including the alt ctrl delete. Whenever I try to open something it says that the application is infected. It looks like you have a virus. The latest generation of viruses are smart enough that they don't let you boot into safe mode or access the registry for changing settings. I suggest you follow the instructions about SmitFraudFix.exe (see http://siri.geekstogo.com) or MalwareBytes (see http://www.malwarebytes.org) to get rid of the virus(es) and restore normal operation of your computer.

There's also the possibility of a corrupt registry that prevents the system from booting.
